Qatar Foundtation on Combating Human Trafficking (QFCHT)
INTRODUCTION
The crime of trafficking in human with its different shapes and forms represents violation to human rights, which were set forth in our Islamic religion and in all heavenly religions, national constitution and international conventions.
The crimes of trafficking in human turned to be an international phenomenon. It imposed itself on the international agenda, and became a subject for several efforts that study its dimensions, reasons and means of confronting its dangers and eliminate its repercussions.
Our country is not isolated from the international system, now there is a growing awareness of the size and extent of the phenomenon in the entire world. We started in the State of Qatar to deal with it through several procedures at the legislative and executive levels.
The Foundation
H.H. Sheikha Mozah bint Nasser Al-Missned –May the Almighty Allah Bless Her – has issued decision No. 1 of 2008 establishing the Qatar Foundtation on Combating Human Trafficking (QFCHT). The decision content indicated the major objectives that should be achieved and that could be agreed upon regarding taking necessary measures to this effect. QFCHT HISTORY
Human trafficking especially in women and children is a major challenge facing the 21st century. To counter such a challenge all efforts on local, regional and international levels should be pooled. From the perspective of establishing the principle of human dignity derived from the Islamic Sharia which clearly states that human trafficking as well as the exploitation of women and men in practices which the Islamic Sharia deemed as sinful, such as prostitution and others, are prohibited. Stemming from the wise leadership of the State of Qatar and its wise leadership under H.H. the Emir Sheikh Hamad bin Khalifa Al-Thani – May the Almighty Allah Bless him- and his directives calling for caring for people, upgrading their status and maintaining human dignity of all citizens and residents on the soil of Qatar, and On the basis of the initiatives and humanitarian achievements accomplished by efforts of H.H. Sheikha Mozah bint Nasser Al-Missned, Wife of H.H. the Emir (May the Almighty Allah bless them), and due to to the role played by the State of Qatar on the regional and international level to protect human rights, the Qatari House for Lodging and Human Care was established in implementation of a decision issued by the Council of Ministers on 13.4.2003. The house provides shelter for victims of human trafficking and gives protection care according to local and international standards. The decision was followed by law No. 22 of 2005 prohibiting the training and use of children as jockeys in camel races. Law No. 8 of 2005 was issued by the Supreme Council for Family Affairs to established the National Office on Combating Human Trafficking.
The Vision: Towards society being aware of the dangers of trafficking in human in all its forms, able to address and access to free the world from this phenomenon. The Message: Prevention we effort for, Protection we provide, care and rehabilitation for victims of trafficking in human.
QFCHT Objectives General Objectives: The Qatari Foundation aims to combating human trafficking in all its forms by taking any action that could eliminate this phenomenon, or limit it. Special Objectives: Qatar Foundation for Combating Human Trafficking efforts to achieve the following objectives: •To consolidate Society's full awareness. •To propose policies, create national work plans and activate special legislations on combating human trafficking. •To supervise the Qatari House for Lodging and Human Care. •To create a special database according to the modern technicalities and methods to evaluate the dangers of the phenomena of trafficking in Human in cooperation with competent governmental and non governmental organizations as well as competent international, Arab and regional organizations and the United Nation's Organizations. •To coordinate with the competent governmental and non governmental institutions in Qatar to spread awareness among officials to prevent their facilitation or participation in the operations of trafficking in Human. •To develop training and awareness policy for the Qatari Foundation for Combating Human Trafficking to prepare training programs and workshops that concentrate on the evolved experiences and the international updates for employees at all levels to combat Human trafficking. •To work out perception for launching initiatives, conferences and making necessary arrangements to cooperate with neighboring countries. •To cooperate and coordinate with international organizations and associations for activating the United Nations resolutions and charters competent to address the non-national organized crimes and in accordance with the principles contained in the international Declaration of Human Rights
