The Arab initiative for Building National Capacities to Combat Human Trafficking Doha Foundation Forum 22-23 March 2010
General objectives of the Project
Building national capacities of leaderships in the various fields of human trafficking in the Arab region including employees and officials in charge of the enforcement of laws at criminal courts, judicial authorities, the general prosecution, immigration and passports, border outlets, international cooperation and officials responsible for labors in bringing and employment and those in charge of human trafficking victims’ sheltering houses and centers and officials at civil society organizations. That should be carried out in a way that will gain employees working with this organization the necessary skills that will enable them to deal with the different issues of human trafficking victims, to tackle their situation, to solve their immigration-related problems and to seek their repatriation.
The Projects Additional Objectives The draft agreement aims at achieving the following additional objectives:
1-Inviting the specialized organizations and committees of the Arab League and the Gulf Cooperation Council (GCC) to ensure their support to the initiative and to encourage them to contribute effectively to its support.
2-Inviting the concerned UN specialized regional and international organizations in the Arab region to provide support, technical assistance and consultancy to the Arab initiative to ensure its success and its application on the ground.
3-Revitalizing the role of the concerned Arab centers in charge of preparing leaderships in the field of the fight of organized crime (in general) and the fight of human trafficking crimes (in particular).
4-Revitalizing laws and legislations applicable in the Arab world whichare related to the fight of the organized crime (in general) and human trafficking crimes (in particular), amending and developing them if deemed necessary.
5-Activating mechanisms pertaining to the implementation of UN conventions on the fight of the organized crime and the complementary protocols related to the combat of human trafficking: •Protocol on the prevention, suppression and punishment of human trafficking specially in women and children. •Protocol against the Smuggling of Migrants by Land, Sea and Air, complementing the United Nations Convention against Organized Crime. •Related United Nations General Assembly recommendations on crime prevention and criminal justice.
6-Activating of the role of concerned civil society organization, building their capacities.
7-Exerting efforts to enhance areas of cooperation and coordination with international, Arab and national organizations and their affiliate specialized offices to benefit from their experience in the combat of human trafficking.
Stages of the Initiative's Implementation
(A)Management and Supervision of the Initiative's Implementation:
1-The draft Arab Initiative is to be approved and endorsed by the higher concerned body in the state of Qatar. 2-A joint cooperation agreement for the implementation of the initiative is to be concluded between the Qatar Foundation for the Combat of Human Trafficking and the Middle East and North African Regional Office on Drugs and Crime. 3-A guiding committee is to be set up to supervise the implementation, follow-up and evaluation of the initiative and to oversee the various aspects of expenditure. 4-The guiding committee is to set up specialized work team or sub-committee during the initiative's implementation phases. 5-The guiding committee is to seek the assistance of some specialized experts from within the country and abroad during the initiative's implementation phases. 6-The draft initiative is to be financed over three years. A detailed final report is to be furnished by the end of each year on expenditure during the year as is to be referred to the concerned bodies. 7-The guiding committee is to furnish a periodical follow-up report by the end of each year during years set for the implementation of the Arab initiative and to refer it to the state's higher authorities to explain the realized achievements in accordance with the initiative's objectives, and to enlist the problems and difficulties which accompanied the implementation as well as the additional remarks and proposals if deemed necessary.
(B)Time Schedule for the Initiative's implementation:
The draft Arab initiative priorities are focusing on the building of national capacities, namely the leaderships responsible for areas of human trafficking combating because they constitute a major training base on the national level in their countries and could be relied upon in the future in increasing practical activities and programmes in the combat of human trafficking and in drawing up their polices and plans. They could also contribute to preparing training programmes designed for the qualifying and training of employees in governmental and non-governmental organs in their varying specializations, in addition to transferring the initiative into a sustainable programme of action including the development of the institutional, systematic and legislative structure via a clear and applicable vision and objectives. For the abovementioned reasons we propose that the time set for the implementation of the initiative should be three years starting from the date of its endorsement
