Justifications of the initiative:

The draft Arab initiative for building national capacities to combat human trafficking in the Arab region stemmed from many considerations and justifications foremost of which being:


1-The nature of economic, social and population changes and the comprehensive development in the Gulf Cooperation Council (GCC) states generally and Qatar (particularly) in the light of the current boom which required the hiring of expatriate labour.  This could result in some negative effects in the economic, social, population, health security, culture and other aspects requiring the building of qualified and trained national capacities capable of leading  work activities in the various sectors, addressing such changes and facing  hazards and challenges including the combat of human trafficking  which became one of the major challenges facing human societies on their various levels. That makes it necessary for the qualified young national personnel to  adopt precautionary measures to counter the hazards of that phenomenon with the required firmness and objectivity at the present and the future.


2-Qatar national vision by 2030, Qatar aims to be an advanced society capable of sustaining its development and providing a high standard of living for all of its people.  Qatar’s National Vision defines the long-term outcomes for the country and provides a framework within which national strategies and implementation plans can be developed.


3-Endeavors aimed to qualify and build capacities of Arab national cadres working in the different foundation and organs concerned with human trafficking on scientific and professional bases to enhance the combat of that phenomenon in accordance with the state-of-the-art modern scientific, legal and procedural methods, means of providing a humanitarian treatment of human trafficking victims.


4-Sharpening the strategic and comprehensive awareness of the concerned leaderships in the different work fields about the combat of human trafficking in the Arab region and the basic concepts related to human trafficking with its different dimensions, hazards, causes and its ugly effect on individuals and communities, to reach clear and accurate procedural concepts on all the phenomenon’s aspects in a way that will activate their vital and influential  role in order to improve their performance and work methods in leading activities in their institutions whether governmental on non-governmental.


5-Deepening and spreading the culture of human trafficking fighting among Arab communities to increase their awareness of the phenomenon’s serious effects and to  call on them to contribute effectively to the denunciation and  the fighting of that phenomenon by all possible means.


6-Providing  opportunities for constructive and fruitful joint coordination and cooperation among  governmental and non – governmental parties

concerned with the combat of human trafficking within a framework of (innovative interaction and networking) among the different bodies to integrate their roles and missions and to exchange expertise in this field.


7-Organizing advanced training programs for national training leaderships in Arab states on the different aspect of human trafficking to enable them, after returning home, to plan for and lead training activities to train their personnel on the different aspects of human trafficking combating on the short and long terms.


8-Revitalizing the applicable national policies and legislations related to the combat of human trafficking in the Arab region to enhance human rights, maintain  human dignity, protect society members and help human trafficking victims and provide  them with the best comprehensive care to cure them physically and psychologically and to ensure that they can be re-integrated into the society.


9-Qualifying personnel working in the different fields of human trafficking fighting to monitor the cases and identify their elements, causes and effects specially on children and women, and  assess their expected future hazards on civilians on the short and long terms.


10-Revitalizing the civil society organizations’ role and  encouraging them to cooperate and fully contribute to supporting efforts and initiatives exerted by the foundations concerned with human trafficking in the fields of prevention, protection and care in order to realize a genuine partnership to support victims and to help them get cured and restore their activities in life.


11-Developing  training and enlightenment policies and methods followed at concerned training institutes and centers in the Arab region through the exchange of experiments and their integration in the serious fight against human trafficking by using the most advanced international methods in a way that leads to the nationalizing  expertise and to benefiting from the advanced methods and mechanisms in this field.


12-The success of the Arab initiative relies on the provision of a set of human material, technical and financial factors and requirements, which will ensure its implementation, foremost of which being the qualifying and training of personal working in the human trafficking combating field as the qualified and trained human resources constitute the approach to the secure implementation and success of any project. Therefore enhancement of capacity building and efforts will support the combat of that phenomenon and address its cause and its ensuing efforts.


13-Adopting the Arab initiative will lead to the activation of policies,  plans,  mechanisms and measurements related to the combat of human trafficking on the Arab world’s level according to  the aspired ambition.  It will also achieve an effective participation by the concerned governmental and non-governmental organs including the judicial authority the prosecutor general’s office, the public security,  the immigration and passports department, the media and the humanitarian and social care centres that provide assistance and support to  human trafficking victims, and other fields that reflect positively on decreasing crime rates and addressing their ugly repercussions.


14-Adopting the initiative will give us a distinguished status because it will be a pure Arab initiative in form and content, but moreover,  the initiative is an open one on the Arab and international levels and a successful and practical solution to the problem. It also takes into consideration the common specifications of the Qatari society.
15-The adoption of this Arab initiative  will set into motion a new move in the Arab region to combat human trafficking that could be taken as a model and a new spotlight centre on the basis of which many world countries could sign cooperation agreements and establish partnerships in the field of human trafficking and for building the capacities of personnel of the concerned organs.


16-By adopting the draft initiative the State of Qatar is looking forward to bringing the welfare to the region and to playing a vital role in activating this initiative and to encouraging the Arab region’s states to participate effectively in building their national capacities which will, in turn, lead to the building of Arab qualified capacities with an advanced and pioneering vision.  Qatar also hopes that the initiative would not be a temporary one lasting for a short period of time, but rather a continuing initiative to make sure that it will be successful and will achieve the aspirations and hopes pinned on it.

Qatar’s National Vision defines the long-term outcomes for the country and provides a framework within which national strategies and implementation plans can be developed.

The National Vision addresses 5 major challenges facing Qatar:


Modernization and preservation of traditions Needs of this generation and the needs of future generations Managed growth and uncontrolled expansion Size and the quality of the expatriate labor force and the selected path of development Economic growth, social development and environmental managementThe National Vision foresees development through four interconnected pillars:
Human Development: development of all its people to enable them to sustain a prosperous society.
Social Development: development of a just and caring society based on high moral standards, and capable of playing a significant role in global partnerships for development.
Economic Development: development of a competitive and diversified economy capable of meeting the needs of, and securing a high standard of living for, all its people both for the present and for the future.
Environmental Development: management of the environment such that there is harmony between economic growth, social development and environmental protection.
The Qatar National Vision 2030 was approved by Emiri Decision (44) for the year 2008
